that any clerk in the service could be so foolish as to base136 a claim for promotion upon an anonymous letter to the Secretariat, With regard to the former statement the facts are as follows. Prior to his transfer to the Harbour Office, Mr Chan, who joined the service in Nov 1888, had been Clerk to the Assessor, Acting Translator in the Supreme Court, 5th clerk in the Treasury, Special Clerk in the Money Order Office, 7th and 6th Clerk in the Colonial Secretary's Office, Translator to the Land Court, and Translator in the Registrar General's office.
Ho was ap- pointed to the last named post in 1903 on & salary of $1,500 $2,400 by $120 triennially, and he had passed the examination for First Class Translator and holds a certificate given him, as euch, by the Interpretation Board. I had considerable experience of Ar Chan's work, and especially in connection with land cases he did for me a mase of difficult translation with great rapidity and precision, although no doubt in point of style his translation are rough and unpolished. Subsequently Mr Brewin, as Registrar Genoral, expressed himself dissatisfied with Mr Chan's work as Translator; and when, at the express and repeated wish of Ar Browin, Mr Chan in the spring of 1905 asked for a transfer, the government took advantage of the changes consequent on the retire- ment of Mr Alves to appoint ar Chan to the Harbour Office with effect from the 18th May 1905. 15 of his letter of the 1st June 1911 that," was constantly re- ceiving verbal commendations of Mr Chan Pui from senior officers in other departments, including the Colonial Secretary himself what a valuable man he was > how trustworthy, etc - while a special report on his excellencies was made by ir Percebois". But Com- mander Taylor forgets to add that he himself, in recommending to the Colonial Secretary on the 29th August 1907 an application from Ar Chan for an increase of pay, wrote :- "Mr Chan fui was very highly spoken of in other departments, and has performed his duties as accountant and correspondence clerk in this department extremely well*:(0.3.0.6567/07).
